A wing is the basic level of organization in a Weyr. They are considered full-sized at 33 dragons, and are lead by a wingleader with two wingseconds assisting. Wings may be smaller than 33, particularly in the middle of a Pass, with twelve considered the bare minimum.

The wing is the largest permanent unit below the Weyr itself. There are generally nine wings in a Weyr. Their membership is generally very stable, and Weyrleaders prefer to transfer whole wings between Flights, rather than individual dragonriders.

Wings are grouped into Flights, consisting of three wings. Flights are often used as a basic administrative level, but are not fixed entities, Wings often being swapped between Flights. There is no fixed "Flightleader" rank, the Weyrleader designating the Flightleader, if not himself, for a given Fall.
